Starting an NDIS business involves more than choosing a business name. You need to define the supports you plan to deliver, establish your business systems, understand your responsibilities and determine whether NDIS registration is required for your service model.

- Whether you will work alone or engage workers
- How you will manage risk, privacy, complaints and incidents

Your NDIS business setup roadmap

1. Define your services
Identify the supports and services you intend to provide, the participants you want to support and how your services will be delivered.
Consider your qualifications, experience, service locations, worker arrangements and any professional or industry requirements.

2. Establish the business
Choose an appropriate business structure and organise your ABN, business name, finances, insurance and any licences or permits relevant to your circumstances.
Consider obtaining professional advice from an accountant, lawyer, insurance adviser or other suitably qualified professional.

3. Confirm whether registration is required
NDIS providers can be registered or unregistered, but certain supports and provider types must be registered.
Registration requirements can change. Always review current NDIS Commission guidance before deciding which pathway applies to your business.

4. Understand your provider obligations
Both registered and unregistered NDIS providers and their workers must follow the NDIS Code of Conduct.
Additional requirements—including the NDIS Practice Standards, worker screening, audit and notification requirements—apply to registered providers.

Establish practical systems for areas such as:
- Participant onboarding
- Service agreements

If you intend to become registered, submit your application and wait for the NDIS Commission to issue your Initial Scope of Audit.
The scope identifies whether you require Verification or Certification and the relevant Practice Standards. Use this information when selecting audit documentation and confirming requirements with an approved quality auditor.
Registered or unregistered?
Registered NDIS provider
Registration is required for certain NDIS supports and provider types. Registered providers can also deliver services to participants whose plans are managed by the NDIA.
Registered providers must meet conditions that can include:
- Applicable NDIS Practice Standards
- NDIS Code of Conduct
- Quality auditing
- Complaints and incident-management requirements
- Worker-screening requirements for risk-assessed roles
- Notification and reporting obligations
- Additional requirements relevant to particular supports
Unregistered NDIS provider
Unregistered providers can deliver eligible supports to participants who self-manage or plan-manage their NDIS funding, except where registration is required for the support or provider type.
Unregistered providers and their workers must still follow the NDIS Code of Conduct and comply with other applicable Commonwealth, state, territory, professional and business requirements.

Do all NDIS providers need to be registered?
No. Providers can be registered or unregistered, but registration is mandatory for certain supports and provider types. Unregistered providers are also limited in which participants they can provide NDIS-funded services to.
